BRUSSELS, BELGIUM — European officials decided yesterday to disregard proposals to declare huge stretches of ocean off-limits for trawlers if viable alternatives can be worked out to safeguard such threatened fish as the once-common cod. The decision was considered a breakthrough for the fishing industry, which was trying to water down the proposals of the European Union’s head office and seek measures that would better protect the embattled EU fleet.
“The meeting will be looking at alternatives to cut the fishing effort,” said an EU official.
The creation of no-fishing zones off Scotland, Ireland and Denmark to let threatened stocks recover had been a key part of the European Commission’s proposals.
